Politics and business as driving forces
In the early 1990s, business circles expressed a desire for better regional integration in the Middle Neckar region. The state government took up this initiative in the form of regional conferences. In the next step, the competencies were defined in the 1994 law on the establishment of the Stuttgart Region Association of the State of Baden-Württemberg. The desire of business and politics to strengthen the Stuttgart Region in European and international competition by establishing the association was recorded in the explanatory memorandum to the law.
The Act on the Establishment of the Stuttgart Region Association has since been further developed and, in particular in 2015, supplemented with key content from the Public Transport Pact and the amendment to Baden-Württemberg's municipal law. More information on the law can be found here.
The Public Transport Pact opens up new opportunities for the association to shape regional mobility across all modes of transport. On this basis, for example, express buses or the intelligent linking of different modes of transport can be further promoted. In addition, the association will gain further competencies for sustainable mobility in the Stuttgart region, such as regional traffic management or S-Bahn lines that extend beyond the Stuttgart region.
